In order to ask "Would you like to eat?" should I say 你想不想吃?or 你想不想吃饭?

Probably the latter. The former would probably be Would you like to eat [it]? But you've provided no context. In what situation would one be asking "would you like to eat?"

There's a cake, and you ask: "Would you like to eat (the cake)?"

You just finish the meeting, and you ask your colleague: "Would you like to eat (lunch)? I can order it on my phone."

Would you like something to eat?

What would you like for lunch?
