    Could you use "to bhi/par bhi" here?

    Something like "usne kitni koshish ki to/phir bhi vo haar gayaa"

    Yes for "to bhi," for example, something like "us ne bharsak prayatn to kiyaa, to bhii veh haar gayaa"

    There is no "par bhi"! You probably meant "par tab bhii," which also you could use here instead of "to bhii."

    You could also use "to" in the first clause: "us ne koshish to poorii kii, par (veh) haar gayaa"

    Could you say something like "vo koshish karne par bhi (vo) haar gayaa"?

    I thought my textbook mentioned "par bhi" but I might be misremembering.

    Yes, you can say that (both "par" and "pe" are fine) : in such a way, "par bhii" does exist (I was thinking of the "par" as "but," whereas this "par" is the postposition).
