I often see “el,” “un” before percentages. Here, there is neither, as one can see. Is it optional? Would it also have been correct, for example, to have said “...ha crecido a un ritmo anual del 15%.”?

I wouldn't dare say the word optional is accurate, but I do not feel that omitting the article in the proposed sentence makes it sound weird. It is my understanding that the explanation provided by Agró deals with a different usage of the article before precentages (uso partitivo), which is not the case in your sentence. At least in Chile, omitting the article is not uncommon. You could even use the indefinite article a un ritmo de un 15% (check out this website from an official Chilean agency (indefinite article) and this other website from the most important university in my country (no article at all)). Some might say this is not standard Spanish, and that it does not abide by the traditional normative sources, but that's the way it is down here.

Probé con tres porcentajes en Ngram Viewer y el uso con artículo cuadruplica e incluso quintuplica su omisión. En la gráfica aparece un espacio entre el número y el signo de porcentaje, pero la búsqueda está hecha sin dejar espacio.
