Hello everyone,

I'm very confused by the "la ou les secondes" bit at the end of this legislative excerpt.

I don't get it.

Many thanks

Ok, I understand. That completely bamboozled me there! Thought it was (another) typo.

'Competing with one or more of the latter'

    Thank you so very much.

    I agree: "the latter".

The sentence is a bit confusing because the grammar and the meaning are at odds. "La seconde / les secondes" refers to businesses that are already there (that were there first), and "cette première" is one that is established later.
